The “precedence internet” portion of the R1(config)# access-list 101 permit ip any any precedence internet> command sets the priority to for the access list to Match packets with internetwork control precedence

The debug custom-queue> command on router 1 promted the “q” to change “4” to “1”, and “1” to “2”when router 2 initiated a telent sessions.
Note the appropriate output for the steps in pages 12 – 14

Compare your output to this. If it doesnt match, you;ve probably configured something incorrect.
